Multilateral Carbon Credit Fund signs first projects in Baltics MCCF to purchase carbon credits from wind farms in Estonia and Lithuania

In its first transaction in the Baltics, the EBRD-EIB Multilateral Carbon Credit Fund (MCCF) has agreed to buy carbon credits from a group of wind farms managed by OÜ Nelja Energia, a renewable energy company, wholly-owned by Fre-energy AS, a leading Estonian investor in renewable energy in Eastern Europe.

OÜ Nelja Energia develops and manages a portfolio of 19 wind farms in Estonia, Lithuania and Latvia, with a planned combined capacity of 330 MW onshore and 700 MW offshore.

Under the purchase agreement, the MCCF will acquire carbon credits resulting from six OÜ Nelja Energia’s wind farms projects in Estonia and Lithuania, generated via the Joint Implementation (JI) mechanism under the Kyoto Protocol.

Currently one of the six wind farms is operational and the remaining under construction or development. Upon completion, the six wind farms will have a combined capacity of 76 megawatts.

The completion of the carbon credit purchase is subject to approvals from the Estonian and Lithuanian governments.

This transaction was negotiated by GreenStream Network Plc., which acts as a carbon manager for the MCCF.

In June 2009 the EBRD provided a €19 million equity investment in Fre-energy, to help support the development of OÜ Nelja Energia’s wind farm projects.

Background information:

Launched in December 2006 by the EBRD and the EIB, and whose participants include the governments of Finland, Belgium (Flanders), Ireland, Luxembourg, Spain and Sweden, as well as five private sector participants, the MCCF is one of the few carbon funds dedicated specifically to countries from central Europe to central Asia.

JI is a market-based approach for addressing global climate change aiming to achieve cost-efficient reductions in greenhouse gas emissions through targeted investments in transition economies. A JI project generates carbon credits (known as Emission Reduction Units). These can be used to meet a buyer’s compliance obligations.

Nelja Energia aquired 40MW Ciuteliai wind farm project in Lithuania

Today, the long-term investors of Nelja Energia – Estonian investment fund Freenergy AS and Scandinavian energy company Vardar Eurus AS have acquired shares of Naujoji Energija UAB, the company of Ciuteliai 40 MW wind farm project in Lithuania.

According to the sale agreement signed on the 17th of August 2010, Freenergy AS and Vardar Eurus AS both acquired 50% of Naujoji Energija UAB shares and the Ciuteliai wind farm project. The construction of the wind farm planned to Western Lithuania will begin in 2011 and the power plant should start generating electricity by the end of the same year. The total investment of the wind farm is 60 million Euros.

“Freenergy and Vardar Eurus have been investing nearly 200 million Euros (over 3 billion Estonian kroons) into renewable energy in the Baltic States. This transaction will be a step towards increasing market share in Lithuania,” said Kalle Kiigske, Member of the Board of Nelja Energia.

90% of Vardar Eurus is owned by the Norwegian energy corporation Vardas AS and the remaining 10% by the Nordic Environment Finance Corporation (NEFCO). Freenergy is an investment fund registered in Estonia, whose largest shareholder (with 33% of the shares) is the European Bank for Reconstruction and Development (EBRD).

All the wind farms owned by Vardar Eurus and Freenergy AS are operated and developed by Nelja Energia OÜ. At the moment, there are 8 wind farms with a combined capacity of 90.5 MW in Estonia and one in Lithuania – the 14MW Sudenai wind farm. In addition, Nelja Energia is developing around 300MW of onshore wind farms and 700 MW of offshore wind farms.

WinWinD’s delivery of a 24 megawatt wind park to Estonia has been confirmed

WinWinD delivers a 24 megawatt wind park to Aseri, Estonia. The confirmed delivery contract was signed last Friday between Aseriaru Tuulepark AS and WinWinD. Nelja Energia OÜ, who is WinWinD’s client also in the Viru-Nigula and Vanakula Wind Parks, will act as a partner in the project.

Aseri is located in Eastern Estonia, about 130 km east from Tallinn. The wind farm will consist of 8 pieces of 3 MW wind turbines, which will be delivered during this year. The park is expected to start producing electricity in the beginning of 2011.

WinWinD is the leading 3 megawatt turbine supplier in the Estonian market. After the delivery of the Aseri Wind Park, the company will have delivered a total of 108 MW to Estonian clients, possessing more than 70% of the total market share.

Nelja Energia OÜ, who is the biggest wind energy developer in Estonia and now also Win-WinD’s biggest customer, currently runs nine wind parks in Estonia with a total capacity of 106,4 MW. They have bought 19 turbines with a total capacity of 57 MW from WinWinD.
